WELL-LED

There are five key questions that CQC may refer to during inspections.

 

Is the service WELL-LED?

This means the CQC want to see leadership, management and goverance within the organisation which assures the delivery of high quality care. The organisation must be person centred, support the learning needs of the staff and promote an open and honest culture.

This regulation is to ensure that people who have director level responsibility for the quality and safety of care, and for meeting the fundemental standards are fit and proper to carry out this important role.

Good Governance

This regulation is to make sure that providers have systems and processes that ensure that they are able to meet other requirements in this part of the Health and Social Care Act 2008 (Regulated Activities) Regulations 2014 (Regulations 4 to 20A).

Regulation 18

Staffing

This regulation is to make sure that providers deploy enough suitably qualified, competent and experienced staff to enable them to meet all other regulatory requirements described in this part of the Health and Social Care Act 2008 (Regulated Activities) Regulations 2014.

Regulation 19

Fit and Proper Persons Employed

This regulation is to make sure that providers only employ 'fit and proper' staff who are able to provide care and treatment appropriate to their role and to enable them to provide the regulated activity.

Duty of Candour

This regulation is to ensure that providers are open and transparent with people who use services and other 'relevant persons' (people acting lawfully on their behalf) in general in relation to care and treatment.

Four Questions which will be asked under Key Lines of Enquiry WELL-LED

Question W1:

Do the governance arrangements ensure that responsibilities are clear, quality and performance are regularly considered, and risks are identified, understood and managed?

Question W2:

How does the leadership and culture reflect the vision and values, encourage openness and transparency and promote delivery of high quality care?

Question W3:

How is quality assurance used to encourage continous improvement?

Question W4:

How are people who use the service, the public and staff engaged and involved?
